Is "collective intelligence" a technology?

Is "collective intelligence" a technology? The Gartner Group has released its emerging technologies hype cycle for 2006 and they seem confused. For example, they are mixing up processes with technology. Collective Intelligence and the creation of open source software are enabled and enthused by technologies but, I don't think can be classified as a technology. Ajax is a bit closer, but again, it is a web development technique not really a technology. Please correct me if I am wrong; it appears Gartner needs to think about their taxonomy and classify concepts, techniques, approaches and technologies correctly.
